Hi 
BBL applied, approved paid out, only to be reversed 10 minutes later
On a declined decision by the bank 
Confusing yes 
Moved to another lender and transferred d/d
Applied for BBL 
Finally recieved the much awaited funds
Applied for a top up 3 weeks ago 
Again declined 
Challenged the decision to be told I have another BBL with another lender an investigation would take place since then I have received a notice of breach
My business account is now frozen 
Cannot carry on with no funds.

You need to establish why you were declined the first time, that counted as a completed BBL application, you are only eligble for one, the second one was not legitimate, the top up brought this to their attention.

Did you initial application contain any errors? Are you self-employed or is the application for a limited company? Are you continuing to trade? What are you using funds for? Have you claimed SEISS or CJRS?
