PayPal blocking non paypal transactions due to PSD2

I have multiple personal and company debit and credit cards but this week they have one by one stopped working. I'm getting payment failed emails at an alarming rate. I called the various banks and they all say there is no block on the cards. I believe this problem is due to badly configured paypal accounts and the PSD2 rules. Any vendor using paypal as a payment processor is blocking my payments even when I am doing a straight card payment and not using paypal. This is gauling since I never actually use paypal, I got warning emails about PSD2 on my personal paypal account but I ignored them as I never use paypal. On the business accounts there were no warning emails.
I find that I am locked out of my paypal accounts due to not having stored a phone number in the accounts or in one case storing an out of date phone number. There seems to be no way of logging in to paypal and no way of contacting support.
My question is this: If I cancel the cards and create new paypal accounts with new cards, new emails and up to date phone numbers, is that likely to work or will paypal recognise names and addresses and block any new accounts as well? Does anyone here have knowledge of the relevant paypal systems?

  • The issue is unlikely to be to do with PSD2 directly but possibly an issue with SCA which has caused some people issues, especially when the sites have poor implementation of SCA. A lot of websites have not implemented SCA correctly and it is causing issues, as PayPal is used by many smaller vendors I would suspect that the issue is their implementation of SCA and through to PayPal rather than anything else.

    There might be an issue issue with cards linked to a PayPal account, but it is not one I have come across personally and seeing how many companies have had issues with SCA I suspect that poor SCA implimentation is probably the issue, especially as this would not effect most of their potential customers as very few card providers have fully rolled out SCA.
  • Thanks Matt. But my banks mostly have SCA and I don't believe this is the problem. On many transactions the bank will send me a 6 digit code via sms and the authorisation web app will accept the code but then the payment fails after autherisation by the bank.
    Payments are failing on one off web transactions where SCA is clearly occurring and also on auto rebilling transactions as well.
