Capital One Woes

A few weeks ago someone I know applied for a Capital One Card.
They were instantly accepted, signed the agreement online and they said in 10 days you'll get the card, etc.
2 weeks went and nothing, they left it due to the post issue and waited it out.
Yesterday they received a signed agreement, with a letter stating that they had been accepted but needed to sign and return the enclosed credit agreement.
Now the plot thickens.
Checks with CRAs show that Capital One did searches on 1st November, on the 2nd they applied not one, but two CIFAS markers for Victim of impersonation.
Capital One did not write advising they had done this, have not telephoned them, or emailed them.
Nothing.
The details were all upto date, registered on electoral roll, for a long time.
No other CIFAS registration.
I suspect if the agreement is returned and signed they'll whack another CIFAS as the other two relate to the application made online.
How does one go about getting these removed?
Surely capital one should of written and said please supply ID, which would of been no issue but to do this without any warning, with 2 markers and then send an agreement, what the hell is going on here.
Please give me some advise so I can relay this to the affected person.

That someone you know should just phone Capital One. I used to have one of Capital One's cards and found that phoning them (there may be a wait but it is well worth it) whenever there was a query or problem was by far the best way to get any sense out of them. And they were always very helpful.
Another way to find out what's going on is to sign up for internet banking with Capital One and then message them through that. They do answer those messages. But phoning is by far the best way.

Then that someone you know can ask questions, particularly why CIFAS markers have been placed, everything. Unless there's some contact with Capital One, it will all just remain a mystery.

"Victim of Inpersonaiton" markers are not "naughty" CIFAS markers. There's nothing to worry about. It just means that other lenders may make additional checks if/when they apply for credit.2

Their only option was to protect your friend, not warn the fraudster.1
