Flexi Furlough on Variable Hours

I am aware of the guide re Furlough payment for someone who has Variable Pay depending how many hours they do each month. My hours are heavily weighted to Summer. But what happens if they put me on Flexi Furlough? Will they use the contracted hours (only 16) or the average of 2019/20 hours (over 40) for the days not worked?
I suspect Co maybe looking to bring me back in off full Furlough to Flexi Furlough after 2 Dec.
