Furlough - change of contract hours

Hey,
My wife was furloughed the first time on her 40 hours in March.
Then went back on flexi furlough.
they were going to make redundancies but then decided not too but instead said that all workers will go from 40 hours to 27 hours,Which they got a change to existing terms and conditions of employment letter which states perm change, until there is more hours to give them so hours go up.
Now the second lockdown and furlough extended they have said the furlough will now be on their 27 hours and not their 40 hours.
Just seen the Martin Lewis show and he said furloughed employees should be on old furlough salary even if they have reduced hours and just wanted to clarify that jobs should be furloughing their employers on the original furlough hours? Is that correct?

It should be based on the pay used in the original furlough calculations.

I'm presuming if she wasn't furloughed she would be working 27 hours per week.
Doesn't this make a strange situation whereby if she was on part-time furlough working 20 hours per week, she'd get more on part time furlough than she would working her new hours?0 -
