New/Old furlong pay difference

I was furlonged back in March and returned to work in July where I was told I was flexible furlonged, up until the new lockdown where I'm back fully furlonged. My 80% though is less than it was when 1st furlonged, can anyone tell me why? I am on a zero hours contract if that helps.

If you are on a zero hours contract, your reference salary is calculated as the higher of:
- your pay for the equivalent period last year
- your average pay for 2019/20 up to when you were furloughed
