19 year old credit application

Advice please :- my children are now reaching adulthood and just seen my 19 year old (not the brightest and quite gullible) has accepted a PayPal credit of £250. Although he has a current account he is constantly in debt (small amount) but not keen on living within his means. He lives at home and just want to know how any adverse credit rating would affect me and my husband and how to educate him on not applying for credit until he has a secure job and it’s a necessity???? Very irresponsible lending from PayPal and actually quite hard not to click the credit button when checking out.
