NS&I ridiculous new interests rates: alternatives for expats ?

Hello everyone, 
as many expats  (and non-expats) I am using NS&I for savings, but will face a massive interest rate reduction in a few days. Has anyone got any suggestions to alternative savings account ?
I have looked at older posts on MNS and at various banks and found no answer, being all savings accounts for UK residents.

Depending on where you live as an expat, large Premium Bond winnings can be classified as gambling and as such attract income tax (they do in Spain)

Thank you. Slightly better savings rates can be found but I am waiting to convert Sterling into Euros, hoping for a Brexit deal.   
I have already got some Premium bonds, will top them up. Winnings should be taxed as normal interests, but I will check that again
