Cannot believe some of these responses. So THEFT is ok, as she has been a 'good tenant' and paid for 20 years? Really?
As some of the previous comments have said, I don't think we even know it is "theft" in a criminal sense.

I think it's time to refurbish the whole property
How old is the kitchen and bathroom ?
As part of your business plan as a Landlord you should consider what type of tenant your looking for.
Do you need to supply white goods.
Did you have them PAT tested ?
Sheltered accommodation normally does not come with a cooker or fridge freezer or washing machine.
Could you get a higher rent with the complete refurb of your rental.
Maybe good quality white goods like a Bosch washing machine, new fridge/ freezer that is A rated.
Brand new with 5 year warranty.
Makes your property stand out from the rest.
    Tax deductible expense
Take a deposit, get a video inventory done of the new property and hopefully you can keep the next tenants for the next 20 years.
PS a letter thanking your old tenant would be better than asking for  some money for an old cooker, washing machines etc.
Why would they PAT test a cooker/washing machine/fridge?
    Because it's a legal requirement?

As davidmcn says, there is no proof the tenant herself either directed the removal of these items or was even aware they had been taken in error.  In my experience, removal men (assuming such were involved) remove anything not nailed down unless you stand over them and instruct them otherwise, over and over until they leave: "We are programmed to remove".  Other possibilities have been posited and, since none of us will know the truth unless the whole thing was videoed, "Innocent until proven guilty" would seem to pertain.

Landlords are not entitled to "betterment" at their tenants' expense and second hand goods are worth a fraction of their original value unless antiques or similar so, unless the OP deems it worth the time and effort involved, it might be time to chalk it up and learn from the experience.  They are called "deposits", as may have been mentioned once or twice.

Depends on the type of cooker.  If you had a freestanding cooker with a plug that is intended to be connected to a wall socket then it should be tested.  Similarly a build in dishwasher should also be tested as those usually have a plug too.

The cooker has obviously turned out to be "portable" to some extent!
