Commissioner for Oaths - Statutory Decaration

I need to have a Statutory Declaration 'sworn' by a Commissioner for Oaths (namely a solicitor - unless anybody else is legally able?), however I have contacted multiple in my area and everyone is stating that due to Covid, they are not providing this service as it's face2face.
Any ideas / suggestions as how to unblock this situation?

I am in Carmarthen Wales.

    Are you SURE you need a full "commissioner for oaths", or will a standard sworn declaration in front of a solicitor do
    A standard solicitor is usually is not a commissioner for oaths - even finding a Commissioner might be difficult normally outside of cities.

    All practising solicitors are commissioners for oaths. 

    (They are usually not also qualified as notaries public though, which might be what you're thinking of, notarisation often being required for documents in civil law jurisdictions). 

    OP -- you should check whether the person who has asked for the statutory declaration will accept one carried out via video conference call, as described in the guidance Jeremy535897 posted. You might find a solicitor who is prepared to consider doing this and the person who wants the stat dec might accept this method.

    Ah yes indeed my apologies, I was getting confused with public notaries...oooops
