Blue Badge complaint - which department?

hello all,
I want to raise a complaint about a blue badge application with the London Borough of Southwark. I want to use resolver, but resolver needs the department the blue badge belongs to. I have no idea, tried googling the boroughs website, but could not find. is it adult services? environment? transport? can anyone help?
