Opening a Stocks ISA but not paying into it

I opened a stocks ISA but haven't paid into it yet. If I found a better Stocks ISA somewhere else. Am I able to open one there and start paying into that one as I have not paid into the other one yet? Or would I need to pay into the first one and apply to transfer the ISA to the other broker?

If you haven't contributed money, then you haven't subscribed. So Yes, you can open another and ignore the first one.
