Confused about DFG Disability Facilities Grant for 17 year old

I am confused about the DFG, government website says for children under the age of 18 it isnt means tested, but when i look at our local council it says 17 and over is means tested, all other sites ie scope, disability law etc say under 18 not means tested... which is it? or is it up to the individual council to do what they want?
I currently live in a HA bungalow which is fine for my severely disabled daughter but doesn't really meet our needs as a whole family, were not overcrowded as such... but we're all on top of each other, with 0 privacy, we are a family of 5 that includes 13 year old twins (girl/boy) so i can imagine will only get worse as they get older, we have the opportunity to buy a house through RTB but we will need to adapt it by widening doors for the wheelchair and converting sitting room into bedroom with en-suite wet room.
will we be able to rely on the DFG without it being means tested? any help or advice would be so much appreciated.. thank you

It's not means tested for anyone under the age of 19.

A child is a person under 16. A "young person" is 16 or over but under 20 who is receiving full-time education up to and including A level. The course must last more than 12 hours a week not counting homework and meal breaks. Usually the authority can make decisions about whether a child is to be treated as a child of the family by following decisions made about Child Benefit.

After 18, the means test would be on your daughter's income, not yours. There is a standard means test but many councils opt not to use it in certain circumstances so it's well worth checking. You can find the contact details via www.adaptmyhome.org.uk
