Possible to change ownership with new keepers tear off online?

When i bought my car the guy did everything online on a Sunday. By the Tuesday/Wednesday of  the following week, i had the V5C. Literally 2-3 days.

When my brother bought his car, he dealt with someone who didn't appear to have ever heard of the word technology, never mind actually use it. We're a good few months in now and still no V5C for him.
He got on the phone to DVLA who said he needed to apply for a V62 and then post it off with the new keepers slip and it will take 6-8 weeks.

If that's the only way then that's the only way (though curiously - what do you do if the new keepers slip goes missing also?). I just wondered if there was a way of doing it online so that it'd be quicker. I had a look but couldn't see anything.

    When did he post it off, they were taking 3 months a couple of months back.
    The new keeper reference has an extra digit preceding the V5 reference, not sure what would happen though if you changed owner on line then they processed the postal form.
    V5 Ref : 1234 567 8901
    V5c Ref 01234 567 8901
  • There is no register of vehicle owners, so you cannot tell the DVLA about a "change of ownership".

    The V5C is not a title document, it even has words to that effect in block capitals on the front..

  • If you have a valid New Keepers Slip then you can change ownership online just by entering the number on the New keepers Slip; just try it and you will soon find out if it works or not. If you don't have the New keepers Slip or it is invalid, say out of date as I had once, then it will take a couple of months to sort out by post and applying for the V5 and paying a £25 fee.

    Not an expiry date as such but I was once given a new keeper's slip that turned out not to be the most recent and it wouldn't work for changing ownership online. The seller was some kind of dodgy dealer masquerading as a private seller; worked out OK for me but took a couple of months to get a V5. Only the most recent New Keeper Slip will work; if there has been a change notified to DVLA since the particular New Keeper Slip you have been given,  then it won't work.
