Normally you can reclaim VAT you were incorrectly charged on imports by sending the packaging along with the invoice for the item showing total price (inclusive of shipping) of less than the limit. However, HMRC will only refund the VAT. They can't refund the handling fee as it isn't levied by or paid to them.
You could maybe try the VAT helpline on monday but they'll possibly only be able to advise you on the tax side of things rather than the importing/getting the courier to refund.You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0
