We've spent several Christmases and New Years with my son who lives in Hong Kong. So a sort of holiday. Students can afford to go to university, so they should pay for a test.
I'm lucky, we've been able to have two long breaks to Portugal and two weeks in Italy. COVID has been a boon to those who don't like crowds. People who aren't scared deserve the opportunity to get away at Christmas.

Testing of students is to reduce the risk of people in the UK passing on the virus whilst travelling within the UK. It is the UK that is asking for the tests for the students so thy cover the cost just as they cover the cost for those with symptoms.
A tests required by another country is not the responsibility of the UK so they do not cover the cost.1
