Doorstep selling and Cooling off periods

My elderly mother-in-law received a cold call from a glazing company and agreed to a visit.  During the visit (same day) they gave her a price for some replacement windows (that seems high) and persuaded her to act quickly and therefore to agree to work during the 14 day cooling off period.  So she signed the cooling off period waiver.  As far as I understand it she could still cancel and would get back her deposit and "admin fee" if no work has been carried out.  The "Admin fee" was described as being the cost of getting a surveyor out to properly measure the windows for installation.  The surveyor has not been yet and so as far as I can tell no work has been done.  Does anyone know if I am right?  If it makes a difference this is in Scotland and so the actual legislation may be different but I think the same general principles apply.
