Postal PCN photos unclear


Just as I am preparing for (victory in) a parking case hearing next week, I receive another ticket from UKCPM! From a different site this time. It was a Postal PCN received but the photos provided are so grainy you cannot read the license plate. In addition, the driver was in the vehicle at the time but the photos were taken so far back you cannot see inside the car. In addition, although there are parking signs on other parts of the street, there are none anywhere near this exact spot. I've gone back and taken numerous photos showing this.
Please see attached the PCN and my appeal. The PCN looks exactly like this, in greyscale and illegible license plate. I'd appreciate some advise on the wording of the appeal.
I have received a parking charge notice via post for allegedly parking on Chandler’s Avenue, Greenwich Peninsula at 09:00 on 23/10/2020. I believe this ticket was issued unfairly and that I don’t need to pay it because:
The photos provided do not clearly show a vehicle in contravention. It cannot be determined from the photos whether the vehicle is parked or driving and it cannot be determined the driver was not in the vehicle at the time.
- The photos provided do not clearly show a license plate
- It cannot be determined from the photos provided that my registered vehicle is being shown
- I deny parking in the stated location at the stated time and am responding as the keeper
- There was insufficient signage. I have subsequently visited the stated site and seen there is not a single parking restriction signage installed at the exact location. There are signages installed in that area in various locations, however none are close to, or on the spot the photos are showing thus not placing that space within the restricted locations.
I have taken several photographs of the location showing there is no signage whatsoever close enough to the exact spot shown in the photos to make it fall within a restricted area. I am happy to provide these as evidence should you wish to pursue the matter further.

This time you need to be reading the first post on that thread.
The keeper should send the blue text template appeal easily found in that NEWBIES post.
Send it unchanged - no additions or alterations needed.
Send it as the keeper.

Here are some of the photos I've taken.
On the third one, the blue arrow shows where vehicle was photographed and the red arrow shows nearest parking sign, which is pay & display for the adjoining bay.
The second photo shows the pay & display sign.
The first photo shows the next nearest sign which is on another road. This was a NO PARKING ON ROADWAYS AT ANYTIME sign.0 -
There is also a whacking great sticker covering any suggestion of £100 parking charge.
I'd say this is bad enough to be one to take to the IAS stage, even though we rarely say that. You must appeal to UKCPM first and I think your appeal is fine in fact, and I wouldn't use the template (no need).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
