confirmation of payee

From Santander, my bank, I can do transfers to banks which are not in the confirmation of payee list, but only at my own risk. A bank I was interested in was in MSE and Comparethemarket but it has no confirmation of payee. I didn't opened and account and made a transfer... Any more information about that? Should we stick to banks with confirmation of payee? And do you know anything about PCF bank, which is in MSE and Comparethemarket with good fixed rates?

I've used PCF for several years and found them fine

Confirmation of payee is relatively new, we all managed before it existed. If Santander cannot check the account details it puts you at no greater risk or liability than before the CoP scheme was introduced. Just make sure you carefully check the payment details.
