Self-Employed - Tax Year 2019-20 makes me eligible but in 2018-19 I wasn't.

I didn't qualify for any self-employed support because in 2018-19 my self-employed income was less than 50% of the total, (it was 45%). In tax year 2019-20, which I'm about to submit to HMRC, nearly all my income was from self-employment. Will I be able to apply for the new support?

No, because tax years 19/20 don't count. Part of the criteria is you must have been previously eligible. https://www.gov.uk/government/publications/self-employment-income-support-scheme-grant-extension/self-employment-income-support-scheme-grant-extension
