Eicr Report HUGE Failure -$$$$$ Thoundands to fix - HELP

Currently had a EICR REPORT carried out and been told its going to cost over £1000 to fix.
Questions I have...
Am I being ripped off in this quotation? How much you expect to pay for this work? What parts of this EICR quote need to be actioned in order for me to get a satisfactory EICR Report?
  • Item 1 - Issue Remedial Works (Rectification) Cost Item 1 C3 Inspection Schedule Item 4.18: RCD(s) provided for fault protection - includes RCBOs (411.4.204; 411.5.2; 531.2) is recommended for improvement. To Supply & Fit 10 way RCBO fuseboard £700+ vat
  • Item 2 C3 Inspection Schedule Item 4.4: Condition of enclosure(s) in terms of fire rating etc (421.1.201; 526.5) is recommended for improvement. Please see Item 1 above n/a 
  • Item 3 C2 Inspection Schedule Item 5.9: Wiring system(s) appropriate for the type and nature of the installation and external influences (Section 522) is in a potentially dangerous condition. Urgent remedial action is required Further investigations required which may lead to a further quote £70 + vat
  • Item 4 C2 Inspection Schedule Item 5.7: Adequacy of protective devices: type and rated current for fault protection (411.3) is in a potentially dangerous condition. Urgent remedial action is required. Further investigations required which may lead to a further quote £70 + vat
  • Item 5 C2 Inspection ScheduleItem 4.2: Security of fixing (134.1.1) is in a potentially dangerous condition. Urgent remedial action is required. Further investigations required which may lead to a further quote £70 + vat
  • Item 6 C2 Inspection Schedule Item 5.4: Nonsheathed cables protected by enclosure in conduit, ducting or trunking (521.10.1) is in a potentially dangerous condition. Urgent remedial action is required. Further investigations required which may lead to a further quote £70 + vat 
  • Item 7 C2 Inspection Schedule Item 6.5: Low voltage (e.g. 230 volt) socket-outlets sited at least 3m from zone 1 (701.512.3) is in a potentially dangerous condition. Urgent remedial action is required Sockets due to legal requirements need to be disconnected £70 + vat

    Are you an owner? Buyer? Seller? Landlord?
    C3 it's safe to ignore.
    C2 you can ignore or postpone if you are an owner. As a landlord you must fix.
    C1 needs immediate fixing.
    At least that's my amateur and very short-version understanding.
    As for the costs, the obvious thing to do is ask another sparkie for a quote. Or two. Just as you would for any significant work.

    C1 is "step away now, carefully, and don't touch ANYTHING"
    C2 is "you really ought to do this asap"
    They're the active "fails".

    You've not got any C1, but you have got a pile of C2 - all of which are "We need to dig deeper before we can quote". Did they give you any clue as to what they were referring to? You need to get those investigations done to identify the work needed, then get the work identified done, before you can get an EICR.

    C3 is "this is a long way from ideal". New consumer unit (fusebox) with modern-style RCBO breakers. Is it older MCBs or ancient fusewire currently?

    Item 2... all new CUs require a metal case this week - metal used to be allowed, then plastic was required because of short risk, now metal is required again because of fire risk...

    With all the other work, you might as well get the CU replaced at the same time. Honestly, it sounds like a full rewire might be quickest and easiest.

    I presume this is a let property?

    £700 plus VAT is a lot to replace a fuse board.

    This EICR is a poor example as it doesn't tell you (or them) where they found the fault and what the problem was. 
    e.g. Item 3 this should say something like "Twin & Earth cable used between house and shed". or "1.5mm CSA cable supplies sockets in utility room". The report is not fit for purpose, and I would suggest you don't pay for it until they tell you where the problems are. You have paid for the report, you are entitled to know. 

    As another example, Item 6 should say "Cable trunking cover missing in airing cupboard"  or what ever fault exists that means you have  "Nonsheathed cables protected by enclosure in conduit, ducting or trunking" in a non-compliant condition. 

    I definitely wouldn't get them to do the work unless you are happy with the report.

  • Yes I am renting the property out. I have attached further details of the actual report and the c2s in more detail reported. I have requested two quotes. The first which I attached here in my first quote  and the second quote I have been told the following...

    Change distribution board in flat to individually RCBO each circuit

    No earth to sockets in flat

    Possible re-wire of 10no Socket points throughout flat in trunking and surface

    Test between each point in flat and try and determine where possible break in cable

    Clip cable in cupboard  so as not loose

    Change socket in hallway to white plastic

    Issue of satisfactory Electrical Installation Certificate upon completion

    I would recommend allowing a budget cost on this as we may not have to re-wire the entire flat

    PC Sum for electrical works                                                         £1100.00 Plus VAT

    So not actually a huge failure, and not actually costing thousands to fix. As a responsible landlord, you could be prosecuted for the unsafe condition of the installation, so you needed to know what problems need fixing, and now you do. 

    Bear in mind that this quote is quoting to rewire the flat using surface mounted trunking if it needs rewiring. Surface mounted trunking looks poor and would put me off from renting or buying a property because you know the owner has skimped on doing a proper job, and if they've skimped on that, what else have they skimped on?
