Redundancy and Furlough

Hi, this is actually regarding my mum.
She was made redundant in June, given her notice and was supposed to receive her redundancy pay at the end of September. Due to the company not being insolvent, it was only her role being made redundant, they have to pay it themselves and they can't afford it. They are supposedly waiting on government grant funding.
They still haven't paid her mid November and they're not sure if they can find the funds by the end of November, leaving in her in huge financial difficulties.
She was on furlough leading up to and during her notice of redundancy, is it possible for her company to refurlough her? Or how long can they take to pay her redundancy?

They cannot rehire her and furlough her, as she was not on the payroll at 23 September 2020. See https://www.gov.uk/government/publications/extension-to-the-coronavirus-job-retention-scheme/extension-of-the-coronavirus-job-retention-scheme
"2.4 Employees re-employed by their employer
Employees that were employed and on the payroll on 23 September 2020 who were made redundant or stopped working for their employer afterwards can be re-employed and claimed for. The employer must have made a PAYE Real Time Information (RTI) submission to HMRC from 20 March 2020 to 23 September 2020, notifying a payment of earnings for those employees.
Similarly, an employee who was on a fixed term contract, on payroll on 23 September, and that contract expired after 23 September can be re-employed and claimed for, provided that the other eligibility criteria are met."

Even if they could refurlough her, would she really expect to be paid in a timely fashion? Furlough pay has to be claimed back after the event. Sounds like a right cowboy operation she worked for.0
