Car Insurance - No cover except essential travel?

I read a news article today stating that car insurance may not cover non-essential car travel during lockdown. I wondered what others may make of this?

If the Association of British Insurers (ABI) says this is what should be happening on insurance items...... would these things also apply to any company that is NOT a member of the ABI?0

It may be in one national and a number of local ones but I bet it originated in a single paper, probably a local hack getting it wrong
