Since we specialise in private parking charges here on MSE, you would be better off taking this over to our friends on pepipoo.com as they are the police and council motoring experts.
You will need to register on pepipoo with a non-hotmail email address before reading the FAQs and posting both sides of your redacted PCN with your query.
I married my cousin. I had to...

Hi, you need to post on pepipoo forum because they have the Council PCN experts.

NO POSTING THERE WITHOUT PICS OF THE PCN AND THE PLACE ON GOOGLE STREETVIEW AND NO HOTMAIL EMAIL ALLOWED.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The photo of the street scene raises questions as to whether the No Right Turn sign is correctly positioned. If you can show that it's not in the correct position/orientation and either you didn't see it or saw it too late because of its position/orientation, you have your defence. Make sure that there were no earlier warning signs that you should have seen - if these also have problems with their position or orientation get photos before the council can fix it.
The comments I post are my personal opinion. While I try to check everything is correct before posting, I can and do make mistakes, so always try to check official information sources before relying on my posts.
  • Also, do you see how the road markings don't seem to prevent entry to the road, they look like normal entry points?

Here is a video of the driver turning.
    Thoughts?
  • @tacpot12  do you think a defence could be run?

Shouldn't this be in Pepipoo as you have been advised?
