PayPal dispute

I bought some items form Holland and paid by PayPal. The company sent me a tracking no and said they had dispatched them but the tracking no wasn't recognised and the firm didn't respond so I filed an item not received with PayPal. I then got a response to say the company hadn't despatched the order when they said they had because some of items weren't in stock bit they had now sent it minus the missing items and had issued a refund.
I checked my PayPal and there was no refund. Eventually the order arrived. The box was baldy damaged and items were wet/ hanging out of box. They were coffee etc and some had got wet. I changed my dispute from item not received to item not as described.
PayPal have said I need to return all the items I have received for a full refund at my own expense. They are not interested in the emails I have from the company saying they have already refunded me for missing items via PayPal I told PayPal it would cost me £75 to return the item trackable so not worth me returning. I don't want to send it all back I just want the refund they promised me for missing items. PayPal refuse to budge and won't listen and said I have to return all for a refund or get nothing. So I have lost out on what I paid for missing items. PayPal told me to go to bank but it was paid for using my PayPal balance bank won't help. I suppose this is a silly question but is there nothing I can do. I tried to email the company who keep lying and saying they have sent the refund whilst also replying with 'what refund we don't know anything about it"

Non UK company no UK consumer laws to help .Maybe send a letter in writing to the complaints dept head office .0
