Furlough only employed since september

Hi
My OH has only been emplyeed since september on a zero hours contract.
Under the new scheme i believe he can be furloughed however im confused on his hours.
Hes worked 160 hours between september and 30th october.
Ive seen that to work out normal pay you average over tax year 20/21 - however if youve only been employed since september do you still average for the year or just for them months?

He will be very lucky if he is furloughed, but if he is, his reference salary will be based on his average wage from his start date, and won't be reduced because he wasn't working there earlier.0
