Furlough Extended - for new applicants?

Callum Mason (MSE) states:
"You DON'T need to have been furloughed before to take part – and
your employer doesn't need to have used the scheme before either. However, you do need to have been on your employer's PAYE payroll on Friday 30 October to be eligible."
However www.gov.uk states: "You can only claim if you have previously furloughed your employee
before 30 June 2020 and you submitted a claim for this by 31 July 2020."
Which is correct? I haven't been furloughed before, and this seems to prevent me being furloughed in future.
