Reclaiming cancelled flight fares

I've had to reclaim some cancelled flights via the credit card company. One outfit, BlueAir, will not offer a refund at all. Does anyone know if the credit card company ultimately gets the money back from the merchant? I hope they do.

Providing the business is still trading, your card issuer claims the funds back from the company Blue Air used to process the card on their behalf and they in turn debit the airline's bank account together with a fee for all the work!1

This assume they cancelled the flight. (rather than the flight operating but you could not travel)1 -
depends if it's a chargeback then as alan says. If it's section 75 then the card company pay, they can then reclaim separately from the merchant though anecdotal reports from bank employees suggest they generally don't bother as it's too costly/ time consuming/ not succesful.1
