Eligibility for furlough

I wasn't furloughed during the summer as business was still fairly good but it's now falling off and I was going to put on the Job Support Scheme this month and my hours reduced to 1/3 of normal. Now that the Job Retention Scheme has been extended the JSS has been cancelled.
Can I now be furloughed if I haven't been before? HMRC online guidance suggests I can't but other places say I can.
Does anyone have a definitive answer?

Providing a RTI submission was made for you to HMRC by 23.59pm on the 30th October 2020 with your current employer then that will allow possible furlough.
I say possible because it’s completely at the discretion of your employer if they wish to use the furlough scheme or not.0
