Is change of departure airport same as airline cancelling flight?

Hello, I hope that somebody can advise me on question I have.
I am booked to fly from Heathrow to Bucharest with British Airways and back between christmas and new year.
I saw from another website that from this week they maybe don't fly to Bucharest from Heathrow any more.  I looked on BA website and it only shows flights to Bucharest from Heathrow all cancelled between tomorrow and middle of December.  

If they change departure airport, when they should tell me?  And can I get refund?

Yes, change of airport would cause a change of flight number - that's a cancellation and automatic rebook by the airline, so you can ask for a refund in that situation.

There is unlikely to be a change of departure airport. BA don't serve OTP from anywhere but Heathrow. These are generally profitable, as very few airlines from the region serve the US.

If the flight is cancelled, BA will let you know. If not, then the flight will go ahead as planned.

OP is travelling 'between Christmas and New Year'

BA told me when I booked that I could change dates / destinations without penalty due to covid.
'Manage my booking' shows flights as expected for now, but don't BA only let you know a couple weeks before if things change?

BA are no more aware of what might happen in the future than anyone is. A week is currently a long time.

I had several flights booked with BA between now and April and noticed a similar thing to you with a few, it appears they've stopped flying to some destinations from Heathrow all together but not cancelling the current bookings for those flights straight away. I had to trust my instinct and book alternate flights in the assumption that the BA flight had 0% chance of running and they would tell me it was cancelled closer to the flight; luckily I was right with all of them. 

There is no logic to their cancellation notification to customers, I've had notification 48h before a flight even though it looked like it was cancelled for months BUT I've now also had flights cancelled in March and April so plenty of notice. 

So my assumption based on my experience is that nearer the time you will be told it is cancelled and be able to get a refund/voucher, if your trip is desperate you may want to make alternate travel plans with another airline. Wizz Air seem to be operating fairly reliably to Romania at the moment.

Just an update ....
I received email this evening from BA to say that my return flight for December 31 has been cancelled and to contact them about my options.  No mention of the outbound flight on December 28.

I shall contact them tomorrow to request a refund
