Winning bidder "doesn't want it anymore" ....

Auction finished and some 4 hours later I receive the message "I don't need it anymore".
Don't you just love these bidders who wake up after the auction finishes?   He could have retracted his bid earlier.   He is not a newbie - has feedback of over 100.
I know I should just move on as it is small amount (under a fiver) but I am annoyed.  Feel like sending him a strong message but I might regret it.
Please remind me what exactly I have to do from my end - just cancel the order?   And I will get my fees back?   I haven't had one of these for a long time.

Cancel the sale using the reason ‘buyer requested’. Unfortunately that still needs buyer to confirm the cancellation before you get your fees back. There is no other way though.

Remember to block buyer from bidding on anything else of yours in the future.

Use the non-paying bidder process, if they then don't pay up they get a strike on their account. Then block them from bidding on your future items.

But there is a chance that he will say he did not receive the item - especially when he didn't want it in the first place.  Then I will be out of pocket for postage.  For under a fiver, I never get proof of posting as I post in the postbox using my stamps so I will not be able to claim anything.
I think I will just have to accept the cancellation and move on - even if I am annoyed.

So far every time I've had someone try to get out of paying, they have accepted a cancellation via the non-paying bidder process. I've not yet had any issues with someone paying out of spite. I don't sell loads (maybe 50 items a year) but even the person who swore at me in messages didn't contest the non-paying bidder case.

For better or worse the only way to leave the buyer with a "negative" is to use non-paying bidder. Or if you are concerned they will pay anyway and do something later then cancel as Soolin states above.

Yes, that is even more annoying as you can't relist straight away.  You have to give them 4 days to pay.

I've had that 2-3 times this year. I just cancel the order giving the reason as Buyer requested to cancel and move on. I just accept it as part of business, you will encounter the odd troublesome customer (and cheats)
