Company has decided to furlough all staff BUT some employees accepted zero hour contracts just 2 months ago. Company is saying it won’t pay these staff furlough so they will get nothing. Are they allowed to do that?

Yes they are. It is not good employment practice, but unless there was some discrimination (and having a zero hour contract is of itself not a protected characteristic), it is difficult to see what could be done.0
