Does anyone know about Visa Debit chargebacks ?

  • Frustrating as it is, most banks won't pursue chargebacks for debit cards and have no responsibility for doing so. They might choose occasionally under discretion to help (Barclays do this occasionally) but it is of no benefit to them and unless you have a high level of service on your account it won't happen. Irrespective of card scheme (Visa) rules.

    The point is when you use a credit card you are spending the banks money from a line of credit, not yours, therefore you are technically a customer of the credit provider and have an opportunity to dispute charges with them, and they will in turn challenge the acquiring bank and Merchant. It is in their interests as they would otherwise be liable for the transaction if you rejected responsibility for it.

    But for a debit card it's your own money which is spent and hence your own responsibility. The bank owes you nothing. Any dispute would have to be directly with the Merchant or via some consumer group. The bank has lost nothing which they need to pursue, they have simply enacted your request to transfer your funds to the Merchant, the relationship in this case is between those two parties, not the bank.

    If your bank won't help, then pursuing them may not help, it will just be the policy for your debit card / account. You may be better finding a way to pursue the business you made payment to as your strongest challenge is against them and diverting your attention to the bank for a debit card with no formal dispute process could just be a big distraction.

    Just to give you a case study, when a major independent ticket retailer featured on Watchdog went into insolvency a couple of years ago, credit card holders in most cases got other tickets or their money back via chargebacks. Sadly the vast majority of debit card holders got nothing with the exception of a very small minority who specifically had extra servicing on their debit accounts. Most didn't and lost it all.

    Thank you for this update and well done in getting your bank to assist you! I work in the card payments business and see so few debit card chargebacks that it (sadly) must represent a great deal of effort on the consumer part or a great deal of concession on the bank part to pursue such a claim. I'm glad the bank valued your business enough to assist, thats the way it should be :)
