Hi Mark"15 year old Renault Clio" - I think you've identified the cause! Old French cars in general are notorious for elecrical faults.Hopefully someone more technical will be along to help.Good luck!

Have you had someone stand at the back to check, or are you just going by the fog light indicator in the dashboard. Its a common problem with the Clio and the solution is usually to remove the rear light clusters and clean away any corrosion/dirt from and dry all the bulb contacts plus ditto for any electrical connectors, spray any contacts lightly with WD40 and also check that any seals are intact and fitted correctly in their grooves.

Also check the light cluster earth wire. There is often only one per cluster, and if that's gone bad, all sorts of weird things happen with the lights.
If it sticks, force it.
If it breaks, well it wasn't working right anyway.0
