Claiming for flights

This is a bit complicated but I’d welcome any opinions. I have flights to the Canaries booked for 21st December but we won’t be going as we’ve already cancelled the hotel (and had a full refund). I have travel insurance on a packaged bank account and I rang them for advice. They were helpful but not totally convincing on some details. I can’t make a claim until 28 days before flying and we need to be in lockdown, or the destination needs to be on the FDCO no travel list (it currently isn’t, as it was removed last week).
My two queries, which I asked the call handler but didn’t get a clear answer to are these :-
1). As things currently stand England won’t be in lockdown on the date of departure, but it will definitely be 28 days before, i.e. at the time I can make a claim. Which date is relevant?
2). We actually live in Wales, but the flights are from London, so which is relevant? The Canaries are exempt on the Wales travel list as well.
We are chilled about the whole thing but sense there is still a small possibility of a refund. We had the majority of the overall cost back, from the hotel, and the local restrictions over there in relation to masks etc have completely put us off travelling. It doesn’t sound much like my idea of a relaxed holiday.

Date of departure. You cannot claim on insurance for an event which hasn't happened. First you must mitigate any loss to the insurance company though. Were your flights booked on a non-refundable basis?0

That’s very clear, thanks. And pretty much what I expected. Yes flights are non refundable, with Ryanair, but I suppose I have to go through the motions of asking for a refund do I ?I still have three possibilities of a refund. The Canaries rejoining the no travel list, England extending the new lockdown, or Wales implementing a new lockdown to cover the 21st. All unlikely I would suggest, but things change so fast you never know.0

In all cases, includinf the scenarios above, asking Ryanair for a refund is utterly pointless. They will only refund you if THEY cancel. In any case its 8 weeks off, nothing you can do about it yet.
It will be a travel insurance claim if government restrictions stop you taking the flight legally.0 -
My understanding is that if you live in Wales, the Welsh rules apply. When you go on holiday you start your journey in Wales, even if the flight element is from England.

Absolutely irrelevant here: they are Ryanair flights. The stuff I’ve read online, such as masks everywhere, even by the pool, possibly booking time slots for meals, even for sun beds, just not my idea of a holiday. At present the hotel is closed anyway, although I’d expect it to reopen now. Would rather lose the £ 1500 flights than spend over £ 3500 on a restricted holiday. Why are you expecting it to be any different. Covid is a global event. That is transmitted person to person by air and by touching hard surfaces such as metal, plastic and cardboard. I'd be more concerned if there weren't suitable measures in place.Jaco70 said:

Who said I expected it to be any different? I said we didn’t fancy going on a holiday that we booked pre-lockdown, due to restrictions imposed because of the virus.
