Yes, by a large chunk.
As a learner, she could not drive the car legally without supervision from a responsible, experienced adult.
With a newly-passed full licence, she can drive the car at 3am with nobody but a bunch of pee'd-up mates hanging out the back singing along.

Because, if not, there's zero point in having them as a named driver. But if they do...0 -
