Is there an UK account that can be used for saving while living and working abroad or does the savings account have to be in the country where working?

There is no law saying that you have to close your accounts when you leave the UK, only that you are not allowed to add money to your ISA when for tax purposes you are not resident in the UK.
Opening an account in the UK generally requires you to provide evidence of a UK address. However, most banks have an "international" branch (generally in the Isle of Man or Gibraltar) that can accept customers anywhere in the world.
