Paypal account for charity?

I am involved with a charity that has come to rely on Paypal (classes formerly delivered in-person with a fee paid in cash are now delivered on-line with payment being made by Paypal). Paypal is treating this charity as a business, and once revenues passed a certain point refused to allow money to be transferred from Paypal balance to the charity's bank account. In order to remove this block they have requested documentation, but this is not applicable to a charity: for example they require details of the individual who has a financial interest in the business, but since this is a charity there is no such person. Contacting them by live chat does not give anything useful, while their emails have been opaque. Contact by telephone is elusive.

Is there any solution to this? Do they perhaps have a separate procedure for charities?
