TV License for granny annex

Our family house has two entrances, we ourselves call it number eg 60A. Now it's not officially separate, it's not listed on anything as a separate dwelling. It has no separate gas, electric water etc. It's sort of like a granny annex. It's a semi, the garage has a room in it. For postal letters we just gave it a separate letter box and called it A. Then we got a letter saying we need to pay for a TV license. The house has currently got a license exempt due to father being 90 years old. Where do we stand?

    According to TV Licensing:
"Typically, one TV Licence will allow use of TV equipment at the licensed address, by you, your family or any person working or visiting there.

You don’t need a TV Licence if you’re a lodger and have a relationship with the homeowner – for example, a family member, common law partner, a nanny, au pair or housekeeper.

You’re covered by the homeowner’s TV Licence if they have one, but only if you live in the same building. If you live in self-contained accommodation, such as a separate flat or annex, you need your own separate licence."

Same rule as seperate council tax.

If they are not connected, and each have bathroom / kitchen facilities then both a seperate licence and council tax would be due.

Seperate water / electric / gas / registering the address are nothing more than a decoy. If they are as above and seperate TVL/TV should be due they should be split but that is up to you, see many properties for rent with such ridiculous setups (not say it is in your case just it is for seperate renters).

Is a 90 year old still exempt from having  a TV licence?

If they get pension credit. But they would work that out when they apply for a free license. There is no exception from having a license, never was.
