Booked holiday using credit card.
Couldn't use holiday partner had a stroke.
Tried all and everyway to contact cottages. Com. Never had a reply.
I asked for refund or defer until next year.
How do I claim from credit card company, or is there an alternative way to claim refund?

Yes you speak to your travel insurance. The cottage provider has done nothing wrong here assuming the cottage was available to be used.
You do have travel insurance, yes?1 -
As the retailer hasn’t cancelled they’re not liable for the cancellation and neither is the CC lender.

OP, Based on the information contained in your post, you have no claim against the credit card company. As suggested refer the matter to your travel insurance.0

Sadly no chargeback right in your case. Or S75 claim. As retailer has done nothing wrong.
As above either travel ins, or keep trying cottages.com
Hope partner is recovering well
