Business Lease - Landlord Adding To Electricity Bill?

Hi All
I couldn't really find the appropriate section for this in the forums, but my landlord of my office has starts adding a "management fee" onto my electricity bill.
He tells me this is to manage risk if people do not pay him for the electric, as he is the account holder.
The fee is said to cover the admin of reading the meter, making sure it is correct, and sending the invoice. The problem is, he is charging 10% of the bill. My argument is, this admin is a static cost, and why should it be variable depending on electricity used.
BUT, is the landlord allowed to do this? Add a percentage? Its not even on a different invoice line, its on the same cost as the electric. I see you are not allowed to do this under residential letting, but not sure about commercial?

It all comes down to what your lease says, there aren't any general rules which would override it. Fairly common for landlords to seek to add management charges to service charges etc, and for that to be a percentage.
