    350mm is plenty of concrete. Houses used to be built on 9 inches of concrete before trench fill became popular.
    Whether they dug deep enough you can only tell by digging down. If there is a block and then the concrete it must be at least 600mm down. The depth of a foundation depends on various conditions, but a rule of thumb nowadays is 1000mm deep.

    The only way to find out how deep the foundations are is to dig a small hole. It only needs to be a foot or so wide. Dig down somewhere on the outside until you have exposed the top of the foundation strip, then dig out a bit more until you find the bottom. Measure the thickness, then fill the hole back up.
