Government boiler upgrade

I applied for the government replacement boiler as mine is 37 years old. Two suppliers told me that I can’t have it as I had to have loft insulation and wall insulation too, which I already have. I wasn’t aware this was part of the government scheme, does anyone know if that’s true? Thankyou
