If I have upgraded inside my council home bathroom, kitchen etc and outside area installed a patio, new fence, pergola etc. Can I get money off the price of the house for the upgrades if I purchase it from the council?

I think they're meant to be disregarded in the valuation, though whether that's the same as you mean by "getting money off", I'm not sure - it doesn't mean anybody will be subtracting what you've actually spent, just not enhancing the value with the improvements you've paid for.2

Yes, I believe when they value the property they will disregard the improvements.
