Will a 2ft high brick wall need a foundation?

We are looking to a have a small wall built to outline / border our drive and wonder if its only about 2ft tall will it need foundations? The wall will be built on existing block paving.

I would put in a strip foundation myself for a brick wall 8 courses high.1

Yes it will also think of the location of the wall in relation to opening the car doors we had one similar height and so many times flung the door open a bit to hard and bang etc etc0
