    External or internal, it is always worth shutting them off and opening up again. But when turning a stopcock on, back it off a quarter turn or so - Gives you a little bit of wriggle room should it ever seize up.

    Apart from the obvious difference between an indoor and outdoor stopcock, the indoor one will belong to the householder while the outdoor one will almost certainly belong to the water company.  Makes no difference to their function, but because these stopcock are rarely used (despite all good advice to check and operate them annually) they can be broken if forced.  It’s at that stage that the difference in getting them repaired becomes apparent, because only the water company can repair an outdoor or meter stopcock and they won’t be overly concerned about charging a competitive price ;)
