            You will find very little help with regarding court claims in Scotland and NI
 What you to do is follow the instructions to the letter, writing a defence is very similar to that in the English courts but the process is just different
 if you were not the driver just say no, non of this "i am not sure", you dont need to provide evidence you were not but you must be firm one way or the other

            You've left your name visible on page 2 of that letter. Are you close enough to a free Law Centre? Scotland has a few.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

 This is a real claim though, so you can't ignore it. Obviously the Protection of Freedoms Act 2012 will be one of your defence points (as long as you can truthfully file an "I wasn't the driver" defence).1

 We don't know the circumstances, Sir Deep. Perhaps it's an "own space" case where the driver(s) of the vehicle have declined to display a parking permit.             My comment was a generality. However, amassing 28 tickets, even "own space", is laid back behaviour to say the least.
 If thid had happened to me I would have been over them like a rash after the first ticket.
 You never know how far you can go until you go too far.1
