Coolant changed but the system not bleed correctly causing an air lock ?1
-
Could be failed water pump, leak/hole in pipe/radiator. No way should steam be coming out of the radiator though. Get it the coolant system pressure tested to see if there are any leaks and check that the water pump is ok.1

Won’t steam be released by the radiator (or elsewhere - the OP only said they assumed it was the radiator) under overheating conditions? There has to be a pressure release somewhere.0
-
The pressure release is normally incorporated into the lid of the expansion tank. Once presure exceeds the force exerted by the spring in the cap some coolant is allowed to escape until the presure drops and the spring reseals the cap.0

Yes, and as the superheated coolant is released it will turn to steam, which is what the OP reported. Not the only possibility for what the OP reported, but certainly one of them.0
