They will say, in effect, that it is their final response and if you're not happy to take it to (in this case) CISAS.

Expect to be waiting the full 8 weeks without a deadlock letter though.  Even under normal circumstances, I don't think they get sent out very often and with the current situation, they're probably going to run out of time long before they get to a deadlock situation.
