Is the Green Homes Grant scheme a scam and PR stunt?

I'm based in Leeds. I tried searching for loft insulation providers. Achieved a list of only 8 companies in a major UK city!

I checked the websites of these companies. Some look like generic template websites. Like there is no honest tradesperson behind them whatsoever.

One had been incorporated in July 2020 and didn't even look established. Most didn't look like they traded with 'Joe public' at all and clearly wouldn't offer regular home insulation. The first I called said they weren't taking any Grant business. They were too busy.

I have given up at this point. The scheme needs to be available to all 'honest traders' not just this 'trustmark' scam list. I should be able to call 'anybody that can do the job well and give them the gov voucher against the cost of the job.

Nobody on the 'trust mark' list looks reputable whatsoever and completely UNtrustowrthy. It almost reads like a list of templated shell companies that somebody just invented!!! 

This whole thing seems like a sham and a PR stunt.
